Health Service Chief Executive

Mr Sean Birgan

Sean has 40 years of nursing experience and has been in senior leadership and management roles for more than 20 years.

He has a keen interest in disaster management and was the Queensland Health COVID-19 System Response Lead in 2022, coordinating our COVID-19 operational response.

Sean started his career in Brisbane and has held several roles across Queensland, including:

  • Chief Executive, North West Hospital and Health Service
  • Acting Executive Director, Logan Hospital, Metro South Hospital and Health Service
  • Co-chair Surgical Services, Princess Alexandra Hospital, Metro South Hospital and Health Service.

He has a Master of Health Management, postgraduate qualifications in critical care nursing, and is a past executive member of the Queensland Clinical Senate.

Chief Medical Officer

Dr Charles Pain

Dr Charles Pain

Charles is a senior health executive, public health physician and health systems improvement leader with more than 25 years’ experience in patient safety, clinical governance and medical administration across Australia, New Zealand, the United Kingdom, and Qatar.

He qualified in medicine in the UK in 1983. He is a Fellow of the Australasian Faculty of Public Health Medicine and the UK Faculty of Public Health, and a Fellow of the Australasian College of Health Service Management.

He has previously served as Executive Director Medical Services and Executive Director Clinical Governance and Health Systems Improvement for the Top End Health Service and Royal Darwin Hospital, and as Acting Chief Health Officer for the Northern Territory before coming to Mackay. ‘

In New South Wales, he led major state-wide safety initiatives including Between the Flags and In Safe Hands, while Director, Health Systems Improvement, at the NSW Clinical Excellence Commission.

Executive Director Operations Mackay

Ms Jenny Farley

Jenny moved to Mackay in August 2024, bringing over 30 years of experience in healthcare management and leadership to the Operations Mackay role.

She has held director and chief operating officer roles in both metropolitan and rural facilities across England and Wales. Jenny has strong experience in project management, business planning, and operational transformation.

In 2022–23, she led a complete turnaround of vascular services for the Betsi Cadwaladr Health Board in North Wales. Before this, she managed a two-year transformation program in urgent and emergency care for Mid-Cheshire Hospitals.

Jenny has worked in paediatrics, mental health, women’s health, emergency medicine, and surgery across community and tertiary organisations. She also holds a Master of Business Administration.

Executive Director of Nursing and Midwifery

Mr James William Jenkins

James has many years of experience as a nurse practitioner in emergency, paediatrics, and acute medicine. He trained at St George’s University Hospital Medical School and King’s College in London. He also helped set up an innovative community nursing service at Guy’s and St Thomas’ Hospital.

James moved to Australia in 2017 and has held nursing leadership roles in Central Queensland, including Rockhampton and Yeppoon. He also spent a year working on practice innovation as Director of Nursing in the Office of the Chief Nursing and Midwifery Officer. His most recent role was Acting Executive Director of Nursing and Midwifery Services at Wide Bay Hospital and Health Service.

Executive Director Corporate Services and Chief Finance Officer

Ms Lisa Strohfeldt

Lisa Strohfeldt

Lisa  Strohfeldt is a senior public sector finance executive with extensive experience in whole-of-government and health system environments, spanning central agencies, operational departments and government-owned corporations. Her career has encompassed roles as Chief Financial Officer, Deputy Chief Financial Officer and Executive Director, with sustained responsibility for financial governance, statutory reporting, budget development, commercial strategy and executive advisory functions. She was previously the Acting Chief Financial Officer for Northern Territory Health and has held Chief Financial Officer roles with Department of Local Government, Housing and Community Development and Department of Trade, Business and Innovation.

Lisa holds a Bachelor of Business (Accounting) from Queensland University of Technology, is a Chartered Accountant and has completed a Graduate Diploma in Applied Finance and Investment. She is a Board member of the Health Finance Managers Association.

Acting Executive Director of Public Health and Rural Services

Ms Julie Minogue

Julie is a valued member of the Mackay Hospital and Health Service team. She has extensive experience in management roles in rural areas across Central and North Queensland.

For the past nine years, Julie has been the Facility Manager and Director of Nursing (DON) at Bowen Hospital. Before returning to Bowen, she worked as Facility Manager and DON at Mareeba Hospital and Babinda Multipurpose Health Service.

Julie is passionate about rural health, having lived and worked in rural communities across Queensland. She also has years of experience acting in executive-level roles.

Executive Director Aboriginal and Torres Strait Islander Health and Community Engagement

Mrs Kerry Maley

Kerry is a proud Kamilaroi and Mandandanji Aboriginal woman. She grew up on Barunggam country (Miles, Queensland) and is deeply connected to her community and the land. Her passion for health comes from her grandmother and mother, who together worked for Queensland Health for over 55 years.

Kerry is an Advanced Social Worker with more than 25 years experience in community services. She's worked in health, therapy, child protection, women’s services, youth programs, and disability services. She has a strong interest in community and stakeholder engagement and how organisations work.

Kerry leads projects that promote inclusion, support, and independence. She empowers others through her work.

She has a Bachelor of Social Work and diplomas in disability work and community services. She's also doing a Graduate Certificate in Business (Public Sector Management).

Executive Director People and Culture

Ms Peta-Maree France

Peta-Maree has more than 20 years of experience in human resources and workforce management within the Health Sector.

She moved to Mackay from South Australia where her most recent roles were at the director level. From 2019 to 2024 she was Director of People and Culture with Limestone Coast Local Health Network, then held the same role at Barossa Hills Fleurieu Local Health Network until January 2025. 

Peta-Maree has experience in both rural and regional communities and also spent many years working at the Royal Adelaide Hospital and other metropolitan facilities. 

She has a Bachelor of Management (Employee Relations) from the University of South Australia.

Executive Director Strategy and Governance

Ms Janet Geisler

Janet has held senior and executive roles in public sector management. She's led strategy development and execution in complex environments. She has a proven record of adding value in the public health and community sectors.

Janet has worked in both public and private sectors. She focuses on strategies that boost organisational performance, engagement, and governance. She works closely with government, industry, and communities to improve health and social care services. Her work supports regional, rural, and remote areas.

Executive Director Allied Health

Mr Joe Monkhouse

Joe is an experienced senior health leader with more than 20 years’ experience as an allied health professional in England and New Zealand.

Joe has a Masters of Pharmacy and a Postgraduate Diploma in Clinical Hospital Pharmacy from the University of Bradford in the United Kingdom. He’s currently studying for a postgraduate Diploma of Health Service Management through Massey University. 

He joins us from Te Whatu Ora Lakes, Health New Zealand. He was Director of Allied Health, Scientific and Technical Professions and Service Manager Clinical Support Systems from 2022 to 2024.

Before that, Joe spent five years as the Clinical Director Allied Health for New Zealand’s largest tertiary facility - Auckland City Hospital.
